I think Jiraiya can beat the 3rd Raikage. hides in a barrier toad and preps frog song. Use a transformation jutsu on the toad and disguise it as a rock. Smokescreens to help him get inside the toad.

How does Mū win? Shima's tounge and senjutsu enhanced sensing barrier (regular sensing barrier is significantly larger than Gamaken, who is bijuu sized, imagine how large it could be with the boost) detect him just fine within range, and he has to go visible to use jinton. Jiraiya/Ma/Pa's sage sensing picks him out immediately after he goes visible. He can evade jinton fron long range. From mid range he'd get disrupted by Kebari Senbon, Pa's tongue, or Ma's tongue. Shadow clones can be made to cover Jiraiya's back and sides as well.
