Rasengan don't need to be used to actually kill its opponents. Jiraiya only set the Rasengan to incapacitate a random from the Stone Village. Hell, Naruto used two Sage Odama Rasengan against two Animal Path summons. Yet he didn't detonate them so they could be finished off by the toads.
