His base speed surpassed his RSM speed which he showed against kaguya:

That's a lame excuse. Even with 3 arms sasuke can't win against naruto. You already saw result of the fight where sasuke used all 9 bijuus against exhausted naruto with drained half kurama.


FYI, in order to get arm back by using hashi cells one need to balance mokiton just like obito did.
