I don't see how he's really restricted though. To be fair, his diverse spread of techniques actually makes it hard for him to use them all. The fight only began and all we've seen is a few Susanoo sword slashes, Susanoo Chidori, and Rinnishift. I say give it time. Naruto hasn't even done anything except for Bijuu Avatar, Bijuudama. No Shadow Clones, or Rasengan Variants yet either. The fight is simply to short as of yet to make any claims

You're right. With Sasuke's natural genius, he'll be using all of the jutsu in the OP 2 chapters from now.

Sasuke does not Have Raikiri he has chidori( this is me just being picky, they are pretty much the same jutsu)
Yin-enhanced Kirin has never happened
same with Tengai Shinsei(he doesn't even know what that is, he wasn't there when madara did it)
Sasuke does not have Mastery over the five element he has mastery over 2 because he just unlocked his rinnegan which doesn't mean instant mastery of jutsu

Sasuke does not have masterful control of the Element and his S/T jutsu that is bullshit, he can obtain mastery but he just got this power up like 15 chapters ago that does not mean that he has suddenly mastered at 5 elements and his S/T Justus .

Yin-enhanced Kirin could be argued
Raikiri is a no he has Chidori( a powerful one that equals Raikiri but not a Raikiri)
and Tengai Shinsei is also something that could be agured

There is no upgrade. The technique Raikiri is the same as Chidori. The only thing that matters is how much chakra one puts in to determine the strength of it.

I am not debating that he couldn't do most of those justu(some of them are arguable) it is the fact that you said he had mastery of all the Elements and His Space Time Justu and i said he didn't

Potential and natural genius; that's why. It's in the manga. Kishi's just restricting Sasuke from achieving what the manga says he can.

I'm pretty sure he remembers a few non-Katon and Raiton techs. Don't be silly. He has the Sharingan after all.

Naruto have lots of potential himself and was praised for how fast he progress and Kakashi said Naruto has always been weirdly smart. The Uchihas in general was called a clan of natural born geniuses yet Senjus were better as Obito stated. Also it doesn't matter that he's a genius, there are many others who are higher on the genius scale but that doesn't mean they can just use powers as if they master it without some training. You can't copy a jutsu unless you have the skill or ability to do so; Sasuke only had lightning and fire so those were the only element jutsus he could copy. He can copy some non-element jutsus but he can copy water, wind, or earth (maybe until now) since he didn't have those elements.

Kakashi is a higher level genius than Sasuke, he graduated from the academy at 5 and became Chunin at 6 where as Sasuke became a Genin at 12; clearly natural born geniuses aren't all it's hyped to be. So you'll be ok if Naruto just start using a bunch of jutsus using the Bijuus elements (lava, boiling, steam, ect...)? So Naruto can use the water style reflection mirror that reflects any attack back on the user which the Edo Jin used on Naruto and Bee huh? So Naruto cancels our everything Sasuje does or use it on Sasuke as well until Sasuke runs out of chakra where as Naruto have a ton more.

Naruto's KM speed was compared to FTG yet Naruto haven't had much control over that speed and only used it 5x in KM and BM and RM outspend someone who outspend Sasuke so Kishi stopping Naruto from blitz slashing Sasuke before he can react by your knowledge.
