Sasuke understands naruto is holding back... A fireball jutsu, chidori and Susano chidori doesn't classify as nukes. Those were trivial jutsu the battle just started why would anyone go all out at the start? Nope that chidori vs rasengan clash ended by kakashi's hand not naruto holding back. If you are going to tell something tell the truth. Also that was technique and precision vs power. That connection would have ended with withboth of them hurt like the valley fight.


As for bunta true naruto could have summoned bunta but naruto could only do so when he used the kyuubi chakra and since naruto achieved kyuubi chakra and eventually 1 tail sasuke also gained 3 tomoe and curse mark v2 and didn't give naruto the time to do such a thing. Also sasuke saw naruto summon bunta during the fight with gaara gaaraand that was was quite a while ago prior to their fight sasuke would have solo'd bunta with with genjutsu and at that that time naruto wouldn't have been able to break him free only reverse summon.

On the bridge sasuke had fought danzo, was blind, exhausted, just fought the 4 kage, loss of chakra, ms usage made every cell in his body hurt oh and fought kakashi and still matched a free naruto of anybody was holding back it was kishi qeakening sasuke for that clash.
