Is speed related to chakra reserves?

Oopsies, I meant to type speed instead of spees. Ever notice how the characters with the most chakra are crazy fast? Is this coincidence or nah? Off the top of my head, the only people that didn't have insane chakra reserves but were still fast are Itachi and Kyusuke the Swift.

But, it would be true in a long fight. The one with lower chakra would slow down, while the one with high chakra would still keep a steady pace

The two are not related, period.

- Exp. 1: (Kisame's chakra levels were noted to rival tailed beasts; however, he wasn't particularly fast)
- Exp. 2: (Itachi's speed was renowned; however, his chakra levels weren't as extradordinary as, say Sasuke's)

That is the body flicker jutsu ..... So yes, if people use that often then high chakra reserves means more sustained use of body flicker.

You see the manga pages of Sasuke and Sakura focusing chakra into specifically their feet,and see me say "More Chakra equals higher speed" obvoiusly implying that more chakra in a specific area like their legs would bring up their speed - yet you have that response.Despite manga pages showing that by focusing more chakra into their feet they can increase there speed.

The problem with speed in most shōnen battle manga is that the author barely bothers with giving many characters speed feats. Characters like Gaara, Tsunade, Sakura, etc. don't necessarily have amazing feats, but it would be ridiculous to assume they're not above average or that they'd get blitzed easily.
