At the end of last weeks chapter, it appears that Naruto and Sasuke have finally sealed Kaguya. Kaguya being sealed isn't confirmed, but its a possibility. Although, it wouldn't make sense for Kishimoto to introduce a villain and finish them off within a matter of 10 chapters.
If Kaguya was actually sealed last chapter, that would leave a few large questions unanswered like; Why is Kaguya preparing an army and who is Kaguya preparing an army for? And with Hagoromo and the 4 hokages planning to travel to Kaguya's dimension, finishing off Kaguya now seems too abrupt.
In my opinion , Kaguya isn't final villain material. Her personality doesn't seem villainous and her motives makes her seems like a lesser evil preparing herself against a greater evil that only she knows about. I believe Kaguya is serving as a platform for the introduction of the actual final villain, just like how Juubiito was for Madara. This final villain could be someone who knew about Kaguya's intentions and answer the questions that Kaguya had left unanswered.
We've seen evidence of an unknown third party who was seen watching Team 7 fight Kaguya, which leads me to believe there's going to be another final villain. Who this mysterious could be, no one knows, but one can speculate.
Hamura
I don't see Hamura being a final villain seeing how he helped Hagoromo seal Kaguya. It also doesn't make sense for Kaguya to prepare an army for Hamura, but Hamura being inside one of Kaguya's dimensions wouldn't be too far fetched. Its possible that Hamura could be working with someone or something to take Kaguya out.
Ootsuki Family member
We've seen multiple castle like structures in the dimensions Kaguya has access to. When you think castles you think of a Kingdom and its common for a Kingdom to have a king, the King in this case being either Kaguya's father, or even Kaguya's unknown husband. I personally believe the Death reaper is related to Kaguya in someway and that ever he's summoned to the world of the living, he's being summoned from one of Kaguya's dimensions.
Jashin
Jashin is the only other god figure Kishimoto introduced to the series and never expanded on. There aren't any ties between Kaguya or the sage of six paths and Jashin, so there is no logic behind why Jashin would be inside one of Kaguya's dimesion, or even be the final villain. But the fact that he is the only other god figure in the series with evidence that he exists makes it hard to believe the Ootsuki gods and Jashin have no ties.
