I've found some actual proof why Hiruzen still has time to shine!
Firstly, a reminder that Hiruzen's inspirations come from some of the most prominent Eastern Figures!!
Wiki:
Many aspects of his character were borrowed from the Chinese literature classic Journey to the West. Hiruzen's summon, Enma, bears a very strong resemblance to Sun Wukong (孫悟空, Monkey King), the protagonist of the novel, and Hiruzen's chosen weapon was identical to the Monkey King's magical staff.

As you know, Kaguya is based off the Tale of the Bamboo Cutter, but Kaguya is also based off the Moon Rabbit.
The Moon Rabbit is one of the most prominent folklore in Eastern Culture.
