Samurai use chakra so we don't know if Mifune doesn't know a type of shuushin, but Sasuke as well as most other shinobi speed is due to shuushin so if Mifune can reach his speed with no chakra at all then yeh I will give it to him.

Actually, Sasuke blitzed a bunch of Samurai as well so I still don't know
