I agree that tobirama was a genius shinobi, he created FTG and Impure world Reincarnation jutsus which are most badass jutsus ever but in terms of battle abilities i think third raikage takes the lead...

How?

If you remember when Tobirama declared hiruzen as the third hokage during a battle, he counted only 21 shinobis and went to fight them.....
and then he died fighting them

On the other hand, third raikage fought with "10000" shinobis alone for 3 days!!!
then he died as well
Even Gyuki (eight tails) commented that he wasn't able to hit third!!!

I think in this way third raikage >>>> tobirama

Tobirama himself stated that they were "high level shinobi", while the ones the Third Raikage fought might have been fodder ninja like the one's Sasuke is seen knocking out in the hundreds under Orochimaru's training. I'm not saying one's way stronger than the other, nor am I trying to disprove your theory, but I am attempting to bring some objective reasoning in the discussion.
