The problem with Naruto villains

Ok so the problem with Naruto villains is that all of them want the same thing peace.
Its not a bad thing but if we have a villain who wants peace and he gets defeated (turns good) and another villain appears and he wants the same thing, we just dont feel any excitement anymore, because the next villain is just a copy of the previous villain (the case with Obito and Madara).
