Clearly he is not evil, he wants peace for everyone, its not like hes gonna destroy the whole world.
Now he is gonna get revived by ET using sakura as a sacrifice and redeem himself,stop IT and fight kaguya.
He didnt know the whole truth about MT, he thought it was a way to save humanity, he even calls himself a savior.

You cannot proclaim peace by taking away freedom, that is control.
