Well I can't really say atm since we haven't seen the pinnacle of each power-up. However, I'd vote for the eye since Sasuke's abilities are more cool and enjoyable to watch, based on what I have seen so far.

Rinnegan definitely

Naruto probably would've been able to achieve the power of the sage's body even if he hadn't met the sage. He already had had of Kurama and some chakra of each Tailed Beast. So with time, I'm sure he would've figure out Bijuudama Rasnshuriken and Lava Rasenshuriken. The sage of six paths bascially gave him a shortcut instead of training to get all those new moves

But Sasuke never would've gotten the rinnegan on his own. So Sasuke technically got the better power up.

Can I vote neither? Too much of more of the same. They needed to take the power away and develop some really unique Jutsus. Kish is in too much of a hurly to end it.
