I think he had, because alone with WILL of D power, he cannot win One Piece (whatever it may be)
Also most of his crew members also didn't had DF powers IMO.
But still they fought so many strong pirates, Marines, Navy and so on.
He must be having a DF power but never shown, WHY? What is so much secret about his DF?
Now, well I came up with a theory about his DF.
I think he had Gomu Gomu no Mi powers. Yeah you heard it right. Well, that doesn't mean that I'm saying Gol D Roger (GDR) reincarnated as Luffy (Lol like Naruto)
I'm saying this because there are some things which made me to think about it. I might be wrong as well.
First. It's said that if a DF user dies, the DF grows up somewhere else.
If GDR had DF then his DF must have grown somewhere.
That explains the first chapter
Shanks never intended to sell that DF maybe as he said because it was rare. OR maybe he wanted to preserve it since it was GDR's DF.
Then, what happened? Shanks gave away the Strawhat to Luffy which was also GDR's hat.
Why did he gave it to Luffy? Because luffy said that he will become the Pirate King? I don't think so, most of the kids in that era spouted those words like 100 times I guess so what's special about Luffy.
I think Shanks saw the hope to meet another crazy man like GDR.
I think most of the pirates didn't knew what was GDR's DF powers except the strong ones like Whitebeard etc. Also in the marines as well only some might be knowing about his DF powers.
But I think I see a reason for ODA for not saying that Luffy also had the same DF which GDR had otherwise that would ruin the whole ROMANCE of the story. Most of will say that yes, Luffy will definitely become the Pirate King. But the story is more focused on the WILL of D and not on some DF.
