I wouldn't say it was over powered, the jutsu has a massive flaw in that if they go outside and arnt careful they get dispersed and die... who cares if they can one shot anyone while they are in their own territory, everyone has advantage while they are on their own turf Narutos rasengan can one shot people if they are weak enough, sasukes chidori can one shot people if they are weak enough, plus its only a filler so it really doesn't matter just enjoy the story n stop *****ing
