I think you're missing the point; villains have to get stronger, or else there's no story. The writer cap accomplish this however he chooses.
I think a story starts to suffer when a character requires someone else's power in order to develop, rather than by their own.

If the villains were too OP from get go it would already be over.
Its a simple crap two fighting sides always looking to get upper hand through various means aka power up.

In the end there's really nothing you can do, so just go with it, almost every main character has some sort of 'psudeo-enhancements', that's what keeps them going, if not Naruto would have died in Wave arc and Sasuke during Chunnin exam, but i do see where you're coming from.

I might be in the minority but it really doesn't matter to me if somebody's born with a genetic advantage or not. It would be boring for me if the fights were just determined by whoever hit the gym more hours a day. But I have to ask, aren't you singling out KG when you talk about being born with skill? What about natural chakra levels and natural talent? There's many more factors than that when deciding (like the Third Raikage's body for example); a lot of them certainly did not "earn" those traits.

Oh and by all means I prefer when the fighting style focuses on tactics/skill with jutsu as simple tools to win like a game of chess, instead of the bigger guns winning all the times, just saiyan

When a character that's required a monumental amount of handed powerups in a series, is at such a state that they are eligible for being within the top-ten strongest within their respective show yet they still require multiple psudeo-enhancements to remain relevant to the story. It's quite a shame. In a way, it makes you wonder how said character would fare if the plethora of gifts were taken away...

I think in the end it really makes you appreciate those that are capable of holding their own without a genetic pre-disposition towards being skilful, or any outside assistance of any kind, take Might Guy, Minato, Kisame (Without Samehada, I suppose.) or the current Gokage as an example (Aside from Mei's Kekkei Genkai.).

Gaara has a Kekkai Genkai passed to him by his mother ( his sand) and had a Bijuu.

On the powerups; Deus Ex Machina is not a good plot element to use.

His Rasengan is a rip off from the Bijuu Dama ( fact )
He had the best teachers : An Uzumaki : Seals and a Senjuu ( Indirectly ) : FTG

Gaara's sand is KKG , it was passed to him by his mother U_U

She have a pseudo Edo Tensei mode ( the Byakugoo ) , her summon is big as f*ck and she is half Senjuu and Uzumaki.
She is clearly hax, people just underrate her U_U

If he hadn't the Kekkai Totta in his blood , he couldn't have learn it.
