Sakura was hyped more than Naruto in Part I. She was able to break chunin-ranked Genjutsu in matter of seconds, and was hyped to be one of the most brightest people in Konoha. She was hyped to surpass the Hokage, while Naruto had only the achievement to be one.

Karin wasn't that hyped, except that her sensor skills surpassed many others. Even Kakashi was amazed.

Tsunade was hyped to be the best medic. ever in any generation.

There's been so many hypes, but this moron has just not seen any of it.

Ok, there is a huge difference between hype and delivering on hype. Kishi has shown the inability to do this with his female leads. Sakura was hyped to be a genjutsu type and that went nowhere. Mito was hyped and was completely excluded from the hashirama flashback.

Tsunade even as a somewhat well developed female character fails in comparison to her peers (Jiraiya and Orochimaru) on the development front. Her strength is underplayed so badly she needed to depend on a teenager to fight off pain.

Hype means nothing. A writer must deliver on said hype for the development to be secure. If not, then those characters really still suck. And that is why female characters in this series are indeed not beloved. Look at the popularity rankings.

Of course, because in the end the manga is about Naruto. If Tsunade beat Pain's ass and Naruto did shit, the manga would've gone the same old story which would be boring (everybody hating on Naruto because village destroyed - again).

And of course, not everyone are always hyped. The only ninja who was hyped throughout series non-stop who wasn't that main antagonist, was Itachi. Jiraiya was pretty hyped at first, but the fight with Pain killed it except the last words. Kakashi was too, but unfortunately he got deaded by one man with one jutsu (Tendõ), which killed it.

The girls may be a bit less enjoyable than guys in the series, but they have received a lot of hype.
