Most of you assume it's Naruto, the man who has even used Chakra nature on the rasengan, and has MANY variants, an insane chakra pool Sage mode and even BSM.

But what of Kakashi?
With a steady chakra pool, and the Sharingan, he can use Kamui in conjunction with his Rasengan for massive effect.


For me?
It's all of them, they all have the ability to use the Rasengan very well for each of their fighting styles, but if I had to choose one, it'd obviously be..
