Well sasuke is only 2 cm taller than naruto. Minato is 179 cm while kakashi is 188cm.

That puts Kakashi at roughly 5'10-5'11-ish which isn't bad I guess.

Nardo is at best 1 or 2 cm shorter than his peers, and it seems he's still steadily growing.

And it seems in Kishi's world, they are not fully developed (or even that close) at age 16-17. They seem to continue their growth further as Kakashi was 16 during the Kushina flashback and appeared much shorter.
