Obito is not a better genjutsu user, Itachi manages to utilize genjutsu in everyone one his fights. He managed to subdue a genjutsu master and Oro who both have 5 in the DB with pure genjutsu at a young age. He was able to cast a mass genjutsu pass Konohas sensors range to infilitrate the village.

Itachi comes second to none in genjutsu in this manga. Shikamaru is a great strategist but get real guys under battle situations where the pressure is coming Shikamru locks up without a team. Itachi/Minato/Kabuto are the best contenders when it comes to battle smarts.
