see what im getting at? its impossible for ninja to learn some ninjutsu, thats why we never were able to learn jutsu before... and besides, people could just lie in a battle and just say they learned the shadow clone technique. we made the rules so u couldnt do that

but thats just it: its really hard to keep track of, and besides, who has the right to teach other's ninjutsu? anyway, in battle, thats compleatly unfair. now, if it was a Uchia using the sharingan to learn it, that'd be ok. but just teaching them?

exactly, uchia should be able to copy ninjutsu, but other's shouldnt be able...they have no way of some ninja mastering S-rank ninjutsu
