One Piece's characters development are far more better than Naruto will ever achieve.
Naruto, the main character of the story, didn't even learned much during the time-skip. All he did was mastering some new pointless version of Rasengan, how to cancel genjutsu which he still couldn't properly control, and some taijutsu. He learned his chakra nature, sage-mode and Kurama-mode later on in the story during a crucial moment where he needed to achieve them.
Luffy, the main character of One Piece, achieved all three types of haki, created several new techniques, mastering 2nd gear, improved his fighting style and pretty sure there are more than than awaiting us that he hasn't revealed yet.
And don't get me started on the other characters in One Piece while Naruto basically didn't even improve most of its characters except for Naruto, Sasuke, Sakura, Konohamaru and Kakashi.
Inb4 other Konoha 11 - point out their improvements or don't mention it at all.

Naruto has an OP ability and he made it look like shit. As for Luffy, he made rubber ability looked OP.

One Piece fillers are somewhat more 'canon' compared to Naruto's randomness in fillers.
Plus, the fillers doesn't take 20 episodes or introduced during an arc. If I'm correct, the longest filler I've watched in One Piece are around 4 episodes; that is if I'm correct.

I guess you're one of those types who prefer an arc to end in 10-15 episodes.
It doesn't matter whether an arc is long or not, as long as shows some sense, unlike Naruto defeating an enemy in 4 episodes.
Also, if you actually read One Piece properly; in one arc, you can see several new arcs being build up rather than focusing only on one arc > Naruto.
and not even to mention the humor, that was the reason i started one piece, it was damn funny in the beginning but to me they kinda lost it. And now they dont know how to fill in that gap, trying it with batlles but they suck with that.
