From Best to the worst-

Tobirama- he knew what he was doing as hokage
Hiruzen- Had to rely on Danzo, Hiruzen with Danzo would be the same as Tobirama
Hashirama- Creator of the village system the man behind everything but too naive to be considered a good hokage
Tsunade- Sort of Naive as Hashirama and she fails to provide the village the protection the other hokages could offer
Minato- His reign was less than one year(Proven) otherwise he had the potentials to be a great hokage.

It took him far too long to make that decision and apparently it was too late that Madara was able to survive either using a genjutsu or some other techniques.

Remember, Tobirama chose Hiruzen over Danzo for that very reason. Danzo couldn't make up his mind quick enough at a crisis. These are the qualities of a great hokage. Hashirama is still a very good hokage, but not the greatest for that matter.

He had other matters to deal with besides chasing around Madara..

Tobirama chose Hiruzen, because Hiruzen was his student lol and the strongest young person in the village. Tobirama has never faced a crisis like Hashirama vs Madara or Naruto vs Sasuke.. He has never had to fight his brother or best friend.

War = Crisis, and Hashirama sure in hell seemed to know how he was going to stop it at a young age.
