I don't think he's better than Madara or Hashi and we haven't seen tge other kages so most likely no. Until we see the kages I will hold back on placing him above them.

What genjutsu was it? I don't remember hearing that. Also, I doubt tsukuyomi can take out a god.

I said only from the Loyal Ninjas, not Rogue Ninjas like Obito Orochimaru and Madara.
