Yes. But again, Naruto isn't just going to surpass him in chakra transfer technique alone. I see what you mean when he needs an ST ability to surpass. But I don't think that is always the case.

Minato had ST and Body flicker!... WoW that's extreme dude. I always knew Minato had top 3 base speed but body flicker base speed. EPIC

Yes both those st techs have one thing one has the 5 min the other needs seals but its pretty easy in a fight to do something in 5 min and gain another 5 min, also the seal problem isnt that big because he can put it on anything

Obito after the jinchuuriki only did what he did against minato, yet bee naruto gai and kakashi would be powerless without kakashis st tech

Thats why i say a st (at least st weve seen so far) cant be beaten by someone who dowsnt use st

Technically speaking, I don't think Naruto can teleport, but the manga page where he deflects 5 TBB when he is quite a distance away is moving at Minato's level, as Kakashi thinks he is actually seeing Minato.

From what I understand that's body flicker not ST.

so, naruto has 100x minatos chakra, much better and more destructive jutsu,sage mode,hes faster then the 4ths base speed, he can heal hyper fast and mastery of kage bushin..but no your right minato would trash him with basic rasengan..
