If you gonna go with Yata Mirror and Totsuka blade logic so far then he is stronger than Juubi. Because 'nothing' can penetrate that shield and everything that the blade pierce get sealed, no matter how big it is.

But that would never happen because that would be bullshit as hell, same with if Itachi somehow beat EMS Uchicha Madara.

Still I doubt that Tsukuyomi would effect Madara lol. He has it as well as well he have stronger eyes than him, if he planned to use it on the moon then he better have stronger Tsukuyomi than Itachi.
