WHY PEOPLE FORGETTING MADARA?! Guy's a genius. And as someone else pointed out, so is Obito. Much more so then Neji and whatnot.

I find it odd that based on what we have seen...most of the strategists come from Konoha...

I would have to say that Madara appears to be a genius on all fronts. He's a tremendously gifted individual, strategist, leader, planner, and Shinobi in general. Putting him below anyone - Shikamaru and Shikaku - is blasphemy.

In terms of quick-silver thinking and in-battle strategies I will give it to Sasuke.
In terms of preparation, I will give it to Kakashi and Shikamaru.
On Philosophical front, I would say Itachi seems good.

his plan failed and all he had was good luck if Sound4 was a little bit faster Sasuke would be dead

Naruto said that at the beginning of the shipuuden arc; however, Shikamaru has come a long way since then. But, I could live with that.

Sasuke being top 5 however, is just wishful thinking. Sure he's great at analyzing jutsu and tactics, but so is anyone else with a Sharingan. IMO, He's no smarter than Neji, Shino, Gaara or Sakura for that matter! Plus his weakness is he's too temperamental and overconfident to beat out Minato, Kabuto, Obito (just to name a few) in a battle of wits.

1.Madara( Come one, dude coated the 9 tails with his own susanoo. Smart. Was admired by so many ninjas for his brain and skills in combat. He had to be smart to have lived so long and bring about his rebirth. Pulling strings from the grave is pretty hard. xD)

2.Orchimaru(If you want someone to go searching deeply into something, Oro is the man. He managed to keep himself alive, find a loop hole from the very jutsu that got the 3rd and 4th hokage sent to their graves early. Dude got mad respect even if his tongue is creepy. @_@)

3.Itachi(Killed his clan off with just a little help from Obito in one night while the whole Senju couldnt. From the day he left the leaf village, he had his days planned out till he was to be six feet under. If he would have lived longer, he would have fit in well with the elders of the village or maybe even become a hokage himself if he had played his cards right..)
4.Shikaku(Well he is well known for his battle tatics during wars even if he didnt see the 10 tails blowing him up, he still earned his seat in this lineup.

5.Shikamaru(Did was smart enough to think with his brains and not with his emotions when he blew Hidan into little pieces. Defeated a few people with his spectacular mind. He was destined for many great things and most likely will be smarter then his dad if not already . )
