i thought he meant that suigetsu and juugo are not snakes so they wouldnt understand what was happening

yes he is saying that they're no more his snakes, but without orochimaru knowing rationaly, it's implicite by the creator thoughts that orochimaru is going to turn into a dragon free to choose what he wants without henchmans and by growing himself up. well i can be wrong but the all purpose of the naruto series is to believe in awesomeness and sorrow so i believe in this because it's the right pass after what we've seen so far.
